不再大選綁公投！立院三讀通過 8月第4個週六為公投日
立法院今(17)日展開臨時會，針對去年1124九合一大選，因為公投綁選舉造成投開票所大排長龍，引發許多選舉亂象。民進黨在今日臨時會第1天，就強推《公民投票法》修法，利用現今立院席次優勢表決通過，明年2020大選就不再與公投合併舉行。而從2021年開始，8月的第4個星期六訂為公投日，每2年舉行一次。
這次提出的《公民投票法》修法，綠營立委蔣絜安提出的版本「提案人名冊、連署人名冊均須提供身分證影本」，由於引起爭議，民進黨團提出修正動議取消這項規定；民進黨立院黨團總召柯建銘表示，這次《公民投票法》修法有2個衝突點，除了連署是否附身分證外，另1個就是公投與大選是否脫鉤。
原本的《公民投票法》第23條規定，「主管機關應於公民投票案公告成精選優惠超值推薦立後一個月起至六個月內舉行公民投票，該期間內有全國性選舉時，應與該選舉同日舉行。」現在綠營主張公投與大選脫勾，另外訂定公投日，訂於8月的第4個星期六，從2021年開始，每2年舉行1次，公投日則為放假日。
今(17)日立院進行黨團協商時，各黨立場迥異，院長蘇嘉全宣布休息，但國民黨和親民黨並未回來協商，最後等待近40分鐘後，蘇嘉全就宣布修正草案交由院會處理。得知《公民投票法》修正案通過，藍營立委砸水球，並怒吼「公投已死，民主送終。」
