法國政府承諾採取一連串行動，終結起因於人民不滿政府調漲燃料稅與生活水準下滑的「黃背心運動」。誰是黃背心運動的發起人？愈演愈烈的示威活動已上演一個多月，政府能否平息民眾的怒火？

以下是有關黃背心運動的重點整理：

●誰在抗議？

法國10月底爆發黃背心運動，抗議馬克宏（Emmanuel Macron）政府計劃調高燃料稅，作為支持潔淨能源倡議的一環。

然而，抗議調漲燃料稅的黃背心運動如雪球般愈滾愈大，逐漸演變成更廣泛的反政府運動，而示威人士大多是生活在小鎮和鄉村地區的人民。

許多人批評前投資銀行家馬克宏是傲慢的「富人總統」，忽視全國各地為生活掙扎的普羅大眾。

穿上法國汽車駕駛必備的螢光黃背心，抗議人士11月17日首度在全國各地封堵道路和加油站抗議。

從那時起，許多人持續發起示威、癱瘓交通，還導致在繁忙的歲末假期來臨前，出現燃料短缺的情況。

主辦單位號召群眾在每週六發起示威，首都巴黎的抗議現場上週末淪為警民衝突戰場，導致200多輛汽車被焚毀，412人被捕。

●示威群眾要什麼？

不同示威人士有不同目標。這個在社群媒體紮根的草根運動沒有廣泛認可的領導人。

有些抗議人士聚焦降低燃料稅和其他經濟負擔，表示許多家庭正為馬克宏推動改革和振興法國經濟付出代價，尤其是低收入家庭。

其他人則針對馬克宏，說他必須下台，對馬克宏自去年上任後不久便為富人減稅的決定怒不可遏。立即增加最低工資和養老金福利也是集會口號。

●他們為何構成挑戰？

法國當局坦承沒有意識到民怨有多深，也宣布暫停原訂在明年1月1日的上調燃料稅計畫，電力和天然氣價格凍漲，嚴格的車輛排放管制也延後上路。

不過，示威群眾和馬克宏的政敵認為，這些舉措來得太晚，規模也太小。

法國總理菲力普（Edouard Philippe）提出發放額外津貼給低薪勞工的想法。

但談判並未取得任何成果，尤其是聲稱領導這項運動的示威人士在很大程度上拒絕受邀談判，還有些抗議人士則是受到其他「黃背心」威脅。

令當局更加頭痛的是，儘管巴黎上週陷入一片混亂，黃背心運動仍廣受民眾支持。

民調顯示，70%至80%的受訪者支持這些堅守立場的示威群眾，而馬克宏的支持率也掉到了23%的新低紀錄。

黃背心運動先驅穆羅（Jacline Mouraud）說：「這項運動揭開法國數以百萬計民眾的生活是什麼模樣。」

穆羅7日接受法國第一大報「費加洛報」（Le Figaro）訪問時說：「承認每個月底捉襟見肘，已不再是丟臉的事了。」
